In “Charlie is 2,” Charlie (Talerico) is turning age 2 and, after an unsuccessful bid to buy tickets, Teddy (Bridgit Mendler), PJ (Jason Dolley) and Gabe (Bradley Steven Perry) get caught sneaking Charlie into The Gurgles sold-out concert for preschoolers.
Meanwhile, Bob (Eric Allan Kramer) somehow winds up with a stolen miniature horse for Charlie’s birthday party, landing both him and Amy (Leigh-Allyn Baker) behind bars.
